A new law that will help to protect children and young people from the harms of tobacco received Royal Assent today (12 November 2009). The Health Act 2009 will come into effect over the next few months. Provisions in the new Health Act 2009 mean that shops will no longer be allowed to display tobacco products, and enable the prohibition of sales of tobacco from vending machines.

New, smarter punishments, that will further tackle the underlying causes of youth crime, and help prevent reoffending will come into effect on 30 November, Ed Balls and Jack Straw announced today (12 Nov 09). The Youth Rehabilitation Order (YRO) will provide judges and magistrates with a choice of 18 rigorous options from which they will be able to create a sentence specifically designed to deal with the individual circumstances of the young offender before them and so help them turn their backs on crime.

The Department of Health has published 'Mortality target monitoring (life expectancy and all-age all-cause mortality, overall and inequalities): update to include data for 2008. This is latest annual release of mortality target monitoring statistics which are used to monitor progress against Department of Health targets for overall life expectancy in England, and for the gap in life expectancy between the areas with the worst health and deprivation indicators (the Spearhead group) and the England average. The overall life expectancy and all age all cause mortality (AAACM) trends for both males and females are broadly on course to deliver the target of 78.6 years for men and 82.5 years for women by 2010 (2009-11).

The Council of Europe childrens strategy for 2009-2011, Provision, Protection and Participation for Children in Europe, has amongst its major focuses that of eradicating all forms of violence against children. In particular, it calls upon the organisation to launch comprehensive awareness-raising actions to prevent and combat sexual exploitation and sexual abuse of children. In response to this mandate, the Council of Europe shall in October 2010, launch a Europe-wide Campaign to stop Sexual Violence against children. This call for expression of interest is addressed to experts wishing to participate in a meeting, 10-11 December in Strasbourg to prepare a specific aspect of the forthcoming campaign: the prevention of child sexual abuse within the family and community. Please note that the Council of Europe has a limited budget available for this event and will only cover expenses of a limited number of experts selected from this process closing date for applications 13 November 2009.

The National Heart Forum has published a report 'Obesity: Recent Trends in Children - Aged 2-11y and 12-19y'. The report suggests that the rapid rise in child obesity may be levelling off. It indicates a 17 per cent drop in the forecasted number of overweight 2 11 year old girls and a 4 per cent drop in the anticipated numbers of obese girls of the same age. In boys of the same age, the figures indicate a 5 per cent drop in the forecast number of overweight and a 7 per cent drop in the anticipated numbers of obese boys.

Maternal obesity (defined as obesity during pregnancy) increases the risks to health for the mother and child during and after pregnancy. Statistics for the prevalence of maternal obesity are not collected routinely in the UK but trend data from the Health Survey for England show that the prevalence of obesity amongst women of childbearing age increased during the period 1997-2007. Women who are obese are significantly more likely to be older in pregnancy, to have a higher parity, and to live in areas of high deprivation, compared with women who are not obese.
